Glenfield to Macarthur Urban Renewal Corridor

The Glenfield to Macarthur rail corridor has been the focus of planning action by the NSW Department of Planning and Environment and Campbelltown City Council for several years.

In late 2017 the Department of Planning and Environment announced the release of final plans (after considering the outcomes of public consultation) for each train station precinct from Glenfield to Macarthur, excluding Glenfield. Glenfield is the subject of more detailed planning in response to the NSW Government's decision to rationalise the use of the Hurlstone Agricultural High School Site.

The final precinct plans, as such, have been adopted for:

  • Macquarie Fields
  • Ingleburn
  • Minto
  • Leumeah
  • Campbelltown
  • Macarthur

Way forward

Campbelltown City Council is currently undertaking detailed work to support the amendment of planning controls like zoning and maximum building height for these precincts. This involves changing Campbelltown Local Environmental Plan 2015 to permit development which is generally consistent with the released Precinct Plans. Additional work is also being undertaken to identify the infrastructure and open space requirements for each precinct and develop a funding strategy to provide them.

Ingleburn CBD Planning Proposal

Status Summary

Council is progressing a planning proposal to increase the building heights and development density in the Ingleburn CBD. Council is preparing the expert reports needed to place this proposal on public exhibition. We hope to have this planning proposal on public exhibition in the second half of 2021.

Background

At its meeting on 9 April, 2019 Council endorsed the Ingleburn CBD draft Planning Proposal to be submitted to the Department of Planning and Environment for Gateway Determination. For further information about this process please see the Department's gateway process website.

In April 2019, Council requested the Department of Planning, Industry, and Environment (the Department) to issue a Gateway Determination to enable the Ingleburn CBD Planning Proposal to proceed to public exhibition.

A Gateway determination was issued by from the Department on 9 March 2020 and lapsed on 9 March 2021. The Gateway determination supported the proposed amendment to CLEP 2015 subject to the preparation of a number of studies including:

  • Traffic and parking assessment
  • A funding strategy for the provision of infrastructure including a multi deck carpark, urban domain enhancements, any road improvement that may be needed and drainage works to reduce flooding
  • A commercial and retail demand study in order to confirm the extent of mixed use in the proposed B4 zone
  • A site specific Development Control Plan
  • A summary of the Bow Bowing Bunbury Curran Creek Catchment Flood Management Study
  • Public domain strategy.

The Department has advised that they have changed their approach to Gateway determinations as part of reforms to assist in the recovery of the NSW economy following COVID-19. The Department remains supportive of this planning proposal and has invited Council to resubmit the planning proposal when it is ready for exhibition.

Council is currently preparing the studies needed to get the proposal ready for exhibition. We are hoping to have the proposal on exhibition in the second half of 2021.

Minto Urban Renewal Area Planning Proposal

At its meeting on 14 July 2020 Council endorsed the Minto Urban Renewal Area draft Planning Proposal to be submitted to the Department of Planning, Industry and Environment for Gateway Determination. For further information about this process please see the Department's gateway process website.

In July 2020, Council requested the Department of Planning, Industry, and Environment (the Department) to issue a Gateway Determination to enable the Ingleburn CBD Planning Proposal to proceed to public exhibition.

Macquarie Fields

The future rezoning of Macquarie Fields will be formally commenced by Council following the finalisation of rezoning proposals being progressed for the other urban centres nominated under the State Government's Glenfield to Macarthur Corridor Strategy.

The planning work to rezone these urban centres is being undertaken by Council in a sequential manner generally in accordance with the Campbelltown Local Housing Strategy, so as to ensure the orderly delivery of required housing, employment opportunities and supporting infrastructure and services for the entire urban renewal corridor over an appropriate time period. In this regard there is no definitive date for the rezoning of Macquarie Fields in accordance with the Corridor Strategy, however when this process is commenced it will be subject to extensive public exhibition and stakeholder consultation.

Leumeah, Campbelltown and Macarthur

Council is doing a lot of work on the Leumeah, Campbelltown and Macarthur precincts. This work is part of the Reimagining Campbelltown CBD project.

Additionally, Council has received planning proposals from proponents for the following sites:

  • 158-168 Queen Street, 1 Carberry Lane, 3 and 11 Cordeaux Street, Campbelltown
  • 22-32 Queen Street, Campbelltown
  • 1, 3 and 4 Tindall Street, 1 and 6 Bugden Place, Campbelltown
  • 2-14 Holly Lea Road, Leumeah

These applications are currently under assessment.

After rezoning

Once the planning controls have been amended development applications may be submitted to Campbelltown City Council for consideration. Until this time development applications will need to comply with the current planning controls.
