Council is responsible for enforcement of parking regulations within the Local Government Area.
Rangers patrol on-street locations in CBDs and road reserve areas as well as Council and various shopping centre car parks.
Parking enforcement is necessary to ensure safe and convenient parking and encourage the adequate rotation of parking spaces for all users.
Police are also authorized to enforce parking regulations.
Parking fines
Council issue penalty notices to vehicles which are illegally parked. Illegal parking includes vehicles parked contrary to parking regulation signage, or parking on Council land (including the footpath and driveway crossovers). These penalties are issued under the provisions of the NSW Road Rules 2014.
If you have received a penalty notice and would like to dispute or make a representation regarding the notice, you will need to contact Revenue NSW.
Once a penalty notice is issued, it is managed by Revenue NSW regarding representations or payment.

Print and Post
As of Monday 27 November, shopper docket-style penalty notices will no longer be displayed on vehicle windscreens when you receive a penalty infringement notice.
As part of the ‘Print and Post’ system Revenue NSW will mail the penalty infringement notices for parking offences to the recipients directly on Council’s behalf.
If you have received a penalty notice, you can access further information, including photos, via the Revenue NSW website. Refer to your letter for further details.
Why has this change occurred?
Recipients being confused about shopper docket style penalty notices with limited and inconsistent information Penalty notices being removed by unknown parties, leaving recipients unaware they had been fined until receiving a reminder notice and experiencing reduced time to act Administration costs incurred by councils when sending out letters.
What types of infringements will Print and Post be used for?
Print and Post is currently being used for parking infringements only.
What is the turn around time from when the infringement is reported to Revenue NSW to when it is posted?
This varies depending on any data corrections or errors and time of day that the infringement is uploaded, but generally it is within 2 to 3 days. Revenue NSW is continually working to reduce this.
How is an offence recorded?
Rangers will be equipped with handheld devices to record the details of the offence and any relevant images, which are then sent to Revenue NSW.
Can you be fined twice in one day?
The handheld devices carried by Rangers will note whether a vehicle has already been issues a penalty notice on the same day, at the same location or for the same offence to avoid duplication of penalty notices.
An important part of Ranger's duties is keeping our footpaths and nature strips clear, clean and tidy and free of obstructions. Council has a duty of care to ensure that pedestrians may use these areas in a safe and orderly manner.
Vehicles parked on footpaths and nature strips may cause obstruction to pedestrians or damage to infrastructure and therefore residents are urged to ensure vehicles are not parked on the footpath.
It is an offence under the Road Rules 2014 Regulation to park a vehicle on a footpath or nature strip area and offenders may be issued with a penalty notice.
Rangers as part of their routine patrols regularly monitor parking of vehicles and storage of materials on our footpaths to ensure these areas remain clean and unobstructed for safe use by pedestrians.

If your vehicle is identified as parking in a disabled parking space without a valid authority, you may receive a penalty notice and have demerit points deducted from your driver’s licence.
The NSW Government has introduced demerit point loss for illegal parking within designated disabled car parking spaces on public roads and in car parking areas as a result of the continued misuse of disabled parking spaces.
So please remember - disabled parking spaces are provided only for those people who have limited mobility and are authorised to use them. Save your money, avoid losing valuable points from your driver's licence and leave the disabled parking spaces for those that genuinely need them.

The safe conduct of motorists within school zones is of paramount importance to ensure the welfare and safety of school children and other pedestrians particularly during school starting and finishing times.
Council regularly promotes road safety within school zones with media releases in local papers and the distribution of information to schools at the commencement of the school year.
Education is supported by a program of regulatory enforcement whereby Rangers patrol school zones and issue fines to vehicle owners parked illegally.
